Ducky comes from North Africa, which is mostly racially Arab, the region has roughly half the developmental standard of Western nations so it's reasonable to expect our conveniences there, for they are intelligent enough to maintain that standard, just.
When we concern negroid Africa in the sub-Sahara, that's a different issue, the answer is no.
