I was more in question of your knowledge of the legal specifics which you seem to ruminate over with such authority.

If he's not watching anything on air (live), and if he's not using that equipment to store or disseminate illegal copies of live television, he's within his rights not to pay a license, he's not doing anything persuant to the conditions. Usually their investigations don't materialize in a court-order, so he needn't worry about that either, and you're within your limits to refuse entry into the property of any of their footagents. If I were him though, I wouldn't even bother watching iPlayer, or the rest of it, the BBC producing nothing but quality-devoid doggerel usually with the explicit purpose of carrying out a propagandizing agenda of social engineering.

Yes there is free TV in the form of other channels which do have adverts. However, if you own a TV that can pick up BBC channels you must still own a TV license by law.
