Their selection leaves something to be desired but being able to pick up ammo when you pop in for gas or a six pack is kind of cool. It's way out in bumfuck though. About 20 miles away I saw a loose horse grazing along side the road at a 4-way yesterday.

It might be a little cliche but I think having a plank would be a nice touch.
Perhaps we'd do better to target the waters around Somalia? Pirates can come and trade guns and stolen vessels for booze, drugs, and fuel. Or maybe we could act as a sort of traveling attraction. If it's successful enough we could open up a casino/club as well.
We can also make up random "laws" (for example "No one shall be caught knowingly wearing a red shirt on Tuesdays after 3pm") and issue outlandish citations and when they're unable to pay they either hand over their vessel or become something like indentured servants.
