I see it like this...
We all knew namefag was going to be an awful mod, he even said so himself by claiming he would ban everyone. So Frank gives him mod powers without telling him first off to see how long it would take namefag to realize (a week) then for namefag to utterly ruin TC.
Frank gave it just enough time for namefag to feel the power of being a mod and enjoy his role before snatching his powers away knowing namefag would beg to be reinstated. Once he knew he wouldn't be remodded he got so butthurt he quit.
