You do know that the eyes are simply the outermost extension of the central nervous system? They're basically evolutionary precursors to neuronal tissue. Since the Asiatic nervous system, particularly those of Mongolian stock, is better well developed than either Caucasoid or Negroid nervous systems, then it stands to reason that their eyes are, on average, more sophisticatedly developed too, with better focus, a higher colour range, and possibly post-exoteric powers of perceptual abstraction, such as phonoluminescent vision or homunculi sensory telepathintegribility.
