This, strictly speaking, cannot be true. The US legal system is ultimately defined by the Constitution. It delegates powers to the branches of government, and the law can be said to consist of the legislative branch, which creates laws, and the judicial branch, which can not only rule in individual cases but also change the law through judicial review.
