yes, but while the simpsons devolved into celebrity cameos for the sake of celebrity cameos, futurama has always had celebrity cameos as a minor part of the storyline, so it's not just a big animated circlejerk. plus, since futurama is always getting canceled, I think it has a more "who gives a shit?" attitude as far as what they try to get away with. simpsons is broadcast on a public television network so the network execs are going to be breathing down the necks of the producers as to what they can't (or can, this day in age) do.
