They need to waterboard Dzhokhar Tsarnaev, or remove some of his skull and implant electrodes & electroshock him into full submission.
Then remove him to some remote local for daily torture for the rest of his life. No water until his lips crack and only enough water to keep him alive. Food should be rotted pork loaded with flies.
