You can look for a team of net buds to help you develop it. Forums on net for that. Also others have with success used Kickstarter.com to raise money to develop their App.
Several have made a lot of $$$$ after the app was developed and they used the Kickstarter money to pay others to do the coding.

I am not joking about kickstarter to raise buks for an app
On my way to do my 10 for the day or I wood show you a couple of examples of app dev via that site.
Me recently in for $60 total to raise money for a Movie from old TV series. Goal was $2mill and they got $5.7 mill and while using the site I looked at other projects $500 Million raised so far and the only take 5% and Amazon takes up to 5 to process credit card stuff and that is where I read the Apps money raised and even to product on market NOW
Go give it a look and hit web re people that team up to do Apps

Instead of a full-on app, why not a notifier? Sounds a lot simpler to implement. As far as I can tell, developing for Android is free or ro4r probably wouldn't have done it.
