This is nothing new for him. He laughed his ass off at "a pile of dead kids" at Sandy Hook, and now he's laughing at the dead and injured people in Boston.
He thinks he's being oh-so-edgy in not giving a shit about any human being (a phase usually left behind once you stop being am angsty teenager - Doc is still going strong with it into his 30s), whereas in fact he's just a very obviously lonely, isolated, marginalized and unhappy person with nobody in the world who gives a shit about him. Life has rejected him, so he reacts angrily against life, and is reduced to spending every second of his life on this board.
