You should consider transferring custody for a short period of time, to what is commonly referred to as a 'group home'. Such places are designed with the intent of correcting problem behaviours and offer counselling and guidance with the aim of helping the young person learn to accept responsibility for their actions and realizing the importance of showing proper respect towards others.
You can probably find some helpful info by contacting the local mental health facilities in your area.
