Hitchcock could create tension and suspense filled films with little but light, a great screenplay, great actors and music as well as superb editing and camera angles. His films were quickly made and cost little in terms of budget.
I guess David Lynch might be the next closest thing.

Pan's Labyrinth's budget was 19 million USD, whereas Psycho's was less than 900,00 USD.
Just looking at his filmography it seems like it's nothing but a lot of SFX driven films.
