My bro-in-law found it yesterday in a local gamestore. He's pretty tempted. But both of us don't play on console much these day and even the xbox360 we have hasn't been switched on for weeks.

Given the unveiling of the PS4 and how there is talk that it won't be backwards compatible, idk at this point. Sony usually makes really quality products that stand the test of time so I would say yes but if he has his eye on newer games I'd tell him to just wait until the prices go down. Depends on how big of a gamer he really is.

He's not a real big gamer to be honest, he hasn't even played on xbox360 for months. He prolly just get surprised at the price tag which were usually $300+ and thought it could be used as a BURRAY playa

If he watches a lot of blu-ray films it might justify it (but I don't know what the current market is for standard blu-ray players tbh). I mean, it will always remain a blu-ray player even when the next generation consoles come out so it does have a long-term use in this sense.
That being said, all of the peripherals for PS3 are shit so they aren't really necessary to enjoy the experience of having one. For your bro-in-law I know this doesn't matter but I just wanted to say that. If he does game I'm sure he could get a lot of classic titles like MGS4, Uncharted and Batman: Arkham Asylum/City for relatively cheap now and those are indeed fun games to play.

The problem is we already got a BURRAY player in the living room, he doesnt watch a lot of BURRAY (yet), and he is no way a real gamer that he isn't interested in all the game you've stated. It'd be more likely for me to play Disgaeas and Yakuza on it.
Guess I got myself a conclusion then :P

Sounds to me like a strong "no" unless you visit him often and want to play some Disgaea 3 (recommended!) :P
The Japanese PSN has a lot of free demos for stuff as well (It was fun playing Bayonetta before it hit English markets).

Also I can't remember if those slims play PS2 games (I think some of them can?) so there's really no point. You might as well just buy another external HD from what it sounds like.

So yeah again tell him to not waste his money. If he wants a PS3 badly enough then try to search for other models that are cheaper. They literally do all the same things he might want it to do.

FYI the cheaper models of PS3 also allow you to connect an external HD via USB and you can stream content from the external onto the system. :)
