His personal choice.
Indirectly related but relevant. In USA we even have very old Blood quantum laws. These are used to define if one is legally an American Indian. As little as 1/32nd of Indian blood can qualify in some cases.
However legally one can have any fraction of another race and its up to Whomever to decide what they want to be called.
Just a cultural identity and maybe just maybe it can have relevance in court if one were to call themselves Black yet only have 1% black heritage IF they chose to use it for afterimage action to get in2 a University and use that connection to trip the scales. Stay tuned for some butthurt person to make it a Federal law case.

He leans towards his black side for political reasons. Before he moved to Chicago he went by Barry and dated white women.
But the country as a whole goes by the one drop rule at least according to the blacks. I always understood this to go back to the slave days. Where the master could rape and impregnate his slaves and the children would still be considered black and therefore property.
