It's not uncommon for delis to discount stuff that isn't fresh just before they close and then donate what they can. Businesses aren't losing money by giving away food to shelters for instance. It's not cutting into their sales because these are goods they wouldn't have sold in the first place.
The people that would wait for closing time for some stale doughnuts probably isn't their target demographic anyway.
Now the real reason a lot of places don't donate the unused food is liability issues unfortunately and all that
extra effort they're not getting paid for.

There still is waste, yes. The waste isn't from giving the food to the shelters but like you said it's because they prepare too much because they expect to move more volume or some shit. I'm sure their mark up more than makes up for any waste. Idk though. Call one up at random and ask them. Please record it and post a vocaroo of the conversation so we'll know for sure.
