That's where we'll need an impenetrable underground bunker that's close to impossible to find with certain lethal security measures in the case of cover being blown. The resistance is already developing cells but it is compartmentalized so the state
will never be able to find them all. Even at the highest level of security clearance within the resistance and the higher ups are only aware of 10% of any portion of the resistance which falls under their jurisdiction. I shouldn't speak much more of our methods for now due to the prying eyes of the state.
