I think so, but you'll need to learn how to operate as a stand-in for a dial-up modem by dialing urls on a numeric keypad and then interpreting the returned tones into a visualization of the page.

They do work on most dumb phones, just turn off pictures in your settings and as an added bonus see if opera mobile is supported on your phone.
