Why could it not be strictly enforced? Right now, one of the problems is that people like Tom Green legally marry girls right after their 14th birthday, and then divorce them right after their 18th birthday so that they can legally marry yet another young 14 year-old. To me, that's just as much sexually preying on young girls as these yahoos finding 14-year-olds on the internet --- the difference being, the yahoos on the internet go to jail, while the polygamists are actually protected by the law.
If the legal marrying age were to be raised- regardless of whether polygamy was legal or not - then any 48-year-old having sexual relations with a 14-year-old, would have no legal protection in doing so. Of course, there will be those that avoid prosecution, but then there are currently lots of molesters that avoid prosecution for a myriad of reasons. But, at least raising the marriage age would make all such relationships illegal, instead of only some of them.
