cooperation is rare. People need a strong enough incentive to cooperate. Even if it were something that would benefit all parties involved, often times not everyone shares the same vision. Society is too fried and jaded. Individualism is the current zeitgeist and the concept of "community, collaboration and cooperation" is lost among the noise. However I do agree with you.
