If this does signal a change in strategy then I'm afraid we'll all be in ruff shape when the hounds go medieval.
Despite my initial concern I'm cautiously optimistic that he's merely a humble merchant hawking trinkets and toys instead of the arms dealer he appears as on the surface. Of course we can't assume anything. The absence of communist propaganda, AK-47s, or other functional weaponry doesn't mean he isn't coordinating with dogs in nations formerly part of the Eastern Bloc or active insurgents in New York.
There was some chatter from a canine coterie in NY discussing the clandestine manufacture of trebuchets, but I'm hoping these are isolated incidents or a sign of weakening morale and desperation on the part of the dogs.
We do have reason to believe the trebuchet talk was part of a space program and wasn't intended for use as siege weaponry... for now.
